The Bundaberg Rats of Tobruk Committee approached Bundaberg City Council in 1998 with regard to setting aside a portion of land for a memorial. Council chose part of a park which had been constructed by the Bundaberg Lions Club 20 years previously, and the Club agreed to head up the project, with assistance from the Rats of Tobruk Committee and the Council. The monument is a replica of one built by the 9th Division Engineers in the Tobruk Cemetery in Libya in 1941.

Work started on the base of the monument on 17 April 1998 and was finished in time for the scheduled opening date of 30 October 1998. The monument is 5 metres high and contains 300 cement blocks.
