Elliott Heads was an important lookout during World War II. Members of the 10th Battalion Volunteer Defence Corps manned the post,  looking out for any enemy movement, and, in particular, for submarine activity.

Japanese submarines had entered Sydney Harbour in May 1942, sinking HMAS Kuttabul and had harassed merchant shipping along the coast in 1943, sinking five ships. In May 1943, a Japanese submarine was successful in sinking the Australian Hospital Ship Centaur off Caloundra.

Two timber posts from the original lookout are included in the Memorial. It also features two cube-shaped cairns and two concrete plinths connected by a timber beam on a large circular base.

A commemorative plaque was first erected on this site in 1989 by Woongarra Shire Council.
