Brigadier-General James Heane CB (M) CMG DSO unveiled the Dubbo War Memorial on 25 April 1925 as reported in the Dubbo Liberal and Macquarie Advocate on 28 April 1925. James Heane was educated at the Dubbo Superior School. He then went on to attend the Sydney Boys' High School as there was no public high school in Dubbo until 1917. Today the Dubbo Superior School is known as the Dubbo Public School. Since 1858 this school has also been the Dubbo National School, Dubbo District School and the Dubbo Central School.

As noted in his entries in the Australian Dictionary of Biography and in the Australian War Memorial's records Brigadier-General James Heane had a very distinguished military career as a soldier at Gallipoli and on the Western Front. It would be true to say that he would be Dubbo's most highly decorated soldier from the First World War.
