The Shepherds Hill Complex is unique in Australia for during 1942, it houses all three services. Fortress Observation Post for the Army, coordinating the guns of Fort Scratchley, Fort Wallace and Park Battery. The RAAF operated a radar station to locate air and sea threats to Newcastle. The RAN operated a signal station too on the same site, monitoring sea traffic and directing Army coastal searchlights.
