Henry was born at Gundaroo near Goulburn in about 1868. A labourer, his parents were Henry Clayton Bailey and Elizabeth Edwards of Wombat via Young. 

Enlisting for Service on 4 May 1916, at Goulburn, aged 48. Henry did not go overseas to fight. He was admitted to the Sacred Heart Hospital Young and died from meningitis on 13 May 1916. 

Henry is buried in the Church of England Cemetery at Wombat. Local Undertakers were John J Patterson. A Soldiers headstone and Memorial Plaque marks his grave.
